<li><span style="font-size: medium;"><a id="" href="http://www.santacruzconnect.org/goto/Programs/Workforce_Investment_Act/SC_Youth_Connect"><span style="font-size: medium;">Santa Cruz Youth Connect</span></a></span> The Workforce Investment Act (WIA) of 1998 established the Youth Council to serve as a subcommittee of the Workforce Investment Board.  Under the Act, the Youth Council provides a unique opportunity for a local community to create, through a common vision, a system of activities and services, such as Youth Connect, that will enable youth to succeed both in school and in the workplace, thus making them leaders in their community.</li>

We guide qualifying clients through the process of preparing for, seeking and attaining employment.</span></strong></em></p>
<p style="text-align: justify;"><strong><span style="color: #0000ff;">Santa Cruz Workforce Connection</span></strong></p>
<p style="text-align: justify;">The Santa Cruz Workforce Connection consists of three One Stop centers, two of which are operated by Santa Cruz County Workforce Development. The Nogales One Stop is located at the Historic 1904 Courthouse in downtown Nogales and the Santa Cruz One Stop lies on the north side of Nogales &#8211; both operated by Santa Cruz County Workforce Development. Arizona Department of Economic Security hosts another One Stop in the center of town.</p>
<p style="text-align: justify;"><strong><span style="color: #0765af;">The One Stop system pulls together a number of partners, resources and funding streams to provide seamless and individualized service to each of our clients.</span></strong></p>
<p style="text-align: justify;"><strong><span style="color: #0000ff;">Service Delivery</span></strong></p>
<p style="text-align: justify;"><span style="color: #0765af;">Core Services</span> are available to everyone at no charge – it’s as easy as stopping by one of the One-Stop centers. (For specific contact information, click on the side navigation bar to the left on this page) Core services include internet access and computer use; access to typewriters, newspapers, copy and fax machines; and assistance in preparing resumes, filling out financial aid forms, among other services.</p>
<p style="text-align: justify;">For all the following services, clients must meet certain eligibility requirements:</p>
<p style="text-align: justify;"><span style="color: #0765af;">Staff-Assisted Services</span> include career counseling, registration for selective service, enrollment in workshops that will prepare you for getting a job and deliver of computer application classes.</p>
<p style="text-align: justify;"><span style="color: #0765af;">Intensive services</span> require a large effort on behalf of the staff and from the client. They include case management, and career planning and counseling.</p>
<p style="text-align: justify;"><span style="color: #0765af;">Training</span> may be provided in order to help clients improve their employment opportunities through occupational and classroom skills training, GED courses or post secondary education.</p>
<p style="text-align: justify;">We are a branch of the Santa Cruz County government, but operate through a number of federal and state funding streams.</p>
<p style="text-align: justify;"><strong><span style="color: #0000ff;">Funding</span></strong></p>
<p style="text-align: justify;">Through the <span style="color: #0765af;">Workforce Investment Act of 1998</span> we are able to:</p>
<ul style="text-align: justify;">
<li>assist adults ages 18 and older in preparing them for advancement in the labor force.</li>
</ul>
<ul style="text-align: justify;">
<li>help dislocated workers (individuals who have been laid off, have exhausted unemployment benefits or have switched industry of employment, displaced homemakers and those who were self employed) in obtaining gainful employment.</li>
</ul>
<ul style="text-align: justify;">
<li>enhance the employability and educational opportunities of youth ages 14 to 21.</li>
</ul>
<p style="text-align: justify;"><span style="color: #0765af;">The U.S. Department of Labor&#8217;s Welfare-to-Work</span> funds facilitate job placement for welfare recipients and non-custodial parents in order to encourage self-sufficiency.</p>
<p style="text-align: justify;"><span style="color: #0765af;">The U.S. Department of Education’s Projects With Industry</span> grant provides for service to individuals with a wide range of disabilities ages 16 and older. <p style="text-align: justify;"><span style="color: #0765af;">The U.S. Department of Education’s Cultural Partnerships</span> grant, provided in partnership with Santa Cruz County Schools Offices, delivers state standards-based arts education in order augment youths’ marketable skills. It is currently administered in four local schools: Wade Carpenter Middle School, Mexicayotl Academy, Kino Academy and Santa Cruz Alternative High School. <div style="text-align: justify;"><strong>What are Community Network Teams?</strong>In July 2004, Governor Janet Napolitano instructed DES to create Community Network Teams (CNT) throughout the state.  These teams were asked to submit a written plan to the DES Director identifying existing services, resources and family supports within their communities (including all gaps in services) and describing how the community proposes to deliver more services and better support for children and families, including the protocols for the sharing of information.</p>
<p>Santa Cruz County responded to the Governor’s request by submitting their Five-Year Strategic Plan developed for the countywide “Seeds of Change” community action project.  This plan was developed utilizing a two-pronged approach:</p>
<p>(1)     Asset-Based Community Development (ABCD) Principles:  to develop a plan to increase the well-being of community residents, children and families, in Santa Cruz County.  Central tenet of the ABCD approach is to recognize and build on strengths, weaknesses, assets and resources of local residents, community organizations and agencies, and local government units; and</p>
<p>(2)     USDOL’s Community Audit Project:  Developed by Secretary Alexis M. Herman in 1999, community audits are envisioned as a means by which key local stakeholders can better understand business and labor force trends and, on that basis, develop informed strategies to respond to worker and business needs.</p>

<div style="text-align: justify;"><strong>How to Update and Submit CNT Information</strong>We&#8217;ve provided an easy online approach to updating your agency&#8217;s information to Santa Cruz County&#8217;s Community Network Team Project.  When you submit this information it will be recorded in Santa Cruz County&#8217;s CNT online database.  This database will be available online in early November 2004 (check for updates).  Your participation in the review will ensure an accurate reflection for updated findings and recommendations.   This updated document will be forwarded to the Governor’s office and will be disseminated to members of the Community Network Team.  Please follow the instructions below for submitting information.  Should you have any questions or comments please contact Liz Collier, Chair – Seeds of Change Prevention, Intervention, Treatment subcommittee at:  (520) 761-1840 or email at:  uwscc@theriver.com</p>
