(1) Pre-Application Process: where potential projects are identified; and completed Pre-Application Forms are submitted for consideration. You may request Technical Assistance during this period until the process closes (see Request for Technical Assistance form below). This process closes at 5:00 p.m. on February 1, 2005.
(2) Public Hearing: On February 1 and 2, 2005, a public hearing will be held to announce proposed projects submitted for CDBG consideration.
(3) Public Comment Period: From February 1-2 through February 21, 2005, a public comment period will be held to receive comments regarding proposed projects submitted for CDBG consideration (providing no objections from the public are brought forward).
(4) Public Meeting and Adoption of Resolution(s): on February 22, 2005, the Board of Supervisors will meet to adopt a resolution of the project(s) for final CDBG submittal.
Step 1: Identifying the NeedYou and/or your organization have determined there is a need for your project in the community. Review the criteria in the General Requirements section and determine which National Objective best matches your need. Remember, your proposed project must meet only ONE of the three National Objectives.
Step 2: Complete & Submit the Pre-Application FormsAfter completing Step 1, proceed to Step 2 – the Pre-Application Form. There are five sections to the Pre-Application Form consisting of (click on the appropriate section to access the online form):
Section 2: Need & Significance
Section 3: Project Service Area
Section 4: Project Target Population
Section 5: Project Budget (estimate)
Option: if you require additional space for your answers, you may create a duplicate Pre-Application Form using Microsoft Word. The total number of pages in the Pre-Application Form (Sections 1-5) may not exceed 10 pages. Submit the completed Pre-Application Form as an email attachment to: joannd@u.arizona.edu or mail a copy to:

Deadline: all Pre-Application proposals must be submitted to the Santa Cruz County Manager’s Office, 2150 North Congress Drive, Nogales, AZ 85621, no later than 5:00 p.m. on February 1, 2005. Late applications will not be considered for review.
Completed applications consist of all five sections. If you would like to receive a print copy of the Pre-Application Forms, contact the CDBG Program Office in Nogales at (520)375-7670.

Your completed form will be submitted to the Santa Cruz County CDBG Program Office and a Technical Advisor will be in contact with you. Or, call the Santa Cruz County CDBG Program Office in Nogales at (520)375-7670 and file your request to receive Technical Assistance.
