General Requirements
In order for an applicant to receive funding from the Arizona Department of Housing CDBG program, the following must be adhered to:
1. Applicant Documentation
2. Applicant Capacity and Performance Thresholds
3. Administrative & Financial Thresholds
4. Federal Overlays
5. Anti-Speculation Threshold
Applicant Documentation Required
Applicants must ensure that the following documents are submitted with the application:
- Copy of 501(c)(3) IRS status verfiying tax exempt status, if applicable
- Articles of Incorporation
- Current By-Laws
- Current Board Members (list)
- Most recent audit or current financial statements
- Financial Management Certification
- 504/ADA compliance
- Civil Rights Certification
- Meeting minutes, if applicable, to the CDBG activity
Applicant Capacity & Performance Thresholds
Each grant activity MUST HAVE the capacity to complete the proposed activity in compliance with all Department of Housing requirements. Capacity will be judged on the basis of the applicant’s record on past and current CDBG contracts as documented in the CDBG program files (Sec. 3.3 CDBG App. Handbook).
Administrative & Financial Thresholds
- All costs identified in the application must be realistic, given the nature and type of activity proposed;
- No projects will be funded that include inherent barriers to completion wihtin a timely manner (e.g., need for archeological survey); and
- Must be prepared to intiate the project no later than 3 months after the effective date of a contract.
Federal Overlays
- Major federal overlays and regulations applicable to each CDBG project:
- Labor (Davis Bacon Act)
- Civil Rights (Title VI of the 1964 Civli Right Act, et. seq.)
- Environment (National Environmental Policy Act of 1969, et. seq.)
- Acquisition/Relocation (The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970)
- Administration (OMB Circulars A-87, 110, 122 and 133)
